Our Story
The development of SEIPID emerged from a sustained period of observation, research, and practical engagement with scholarly publishing systems.
Between 2023 and mid-2024, extensive analysis was carried out across journals, repositories, institutional platforms, and digital archives to examine how persistent identifiers function over time. This period revealed recurring challenges: high operational and access costs, broken links, inconsistent metadata, fragmented records, and limited transparency in how scholarly items are tracked and validated. These findings highlighted the need for an identifier framework that prioritizes long-term stability, clear registry records, and institution-friendly governance—without adding unnecessary complexity for journals or researchers.
In September 2024, the decision was taken within the Expert Novice Group, in coordination with its constituent unit (Xpertno Research Center), to design SEIPID as a dedicated scholarly identifier and registry system focused on persistence, accountability, and interoperability. The initiative was led and coordinated by Nasir Razzaq (AKA: Raja Nasir), with the aim of building a practical infrastructure that addresses real-world scholarly workflows rather than theoretical assumptions.
In December 2024, SEIPID was soft-launched with a small cohort of pre-registered journals to test the system's persistence, resolution accuracy, and metadata handling in real-world conditions. The feedback was encouraging, but it also revealed a deeper need: journals required more than just identifiers—they needed guidance, mentorship, and a clear path to grow.
Over the following months, the team continued their research and discovered a critical gap in the scholarly ecosystem: while many journals aspired to improve their quality and visibility, they lacked structured support, affordable training, and transparent evaluation frameworks.
In August 2025, during the Annual General Meeting, it was decided to launch dedicated programs and seminars for journals covering essential topics such as editorial management, policy development, platform functionality (including OJS and similar systems), and best practices in scholarly publishing. Over the next several months, more than 500 journal editors and managers were trained through these initiatives—empowering them to strengthen their operations and align with global standards.
In January 2026, a landmark decision was made: all rights and governance of SEIPID were formally transferred to Xpertno Research Center (XRC). This transition ensured that the infrastructure would be fully governed and operated by XRC, providing long-term stability, institutional accountability, and a clear legal framework for future growth.
During the same biannual general meeting of XRC in January 2026, it was decided to expand SEIPID from a focused identifier system into a comprehensive scholarly infrastructure capable of hosting both persistent identifiers and a full-fledged journal evaluation and indexing database. This marked the birth of the ALIF Index—a tiered, integrity-led evaluation framework designed to guide journals from basic compliance (Pre-Index) to recognized excellence (L1, L2, L3).
Today, SEIPID stands as a complete scholarly infrastructure governed by XRC, driven by a simple belief: that integrity should be the foundation of recognition, and that every journal—regardless of geography or resources—deserves a fair path to excellence.

Phase 5 — Training programs launched (Aug-2025)
500+ journal staff trained
Phase 6 — Governance Transition (Jan 2026)
Formal transfer of operational rights to the Xpertno Research Center (XRC), followed by renaming, rebranding, and structural consolidation.
Phase 7 — ALIF Index concept approved
